Scott Gerlica is a Program Specialist at the New Jersey Historic Preservation Office, where he reviews projects for compliance with state and federal historic preservation regulations. His work focuses on evaluating potential effects to historic architecture and cultural resources and coordinating with government agencies and consulting parties to support responsible project planning and regulatory review. He holds a B.A. in History from Boston College and an M.S. in Historic Preservation, with a concentration in Preservation Planning, from the University of Pennsylvania. Prior to joining the Historic Preservation Office, he served on active duty in the U.S. Coast Guard.

Flooding is an increasingly urgent threat to New Jersey’s historic housing stock, affecting coastal, riverine, and urban communities alike. This session explores how historic homes can be adapted to flood risk while maintaining their historic character and regulatory compliance. Participants will gain a practical overview of flood risk assessment; applicable federal, state, and local regulations and standards; and how these frameworks intersect in real-world projects. The session will examine common adaptation strategies, such as building elevation, and established design guidelines.
